Your Guide to Ontario Weather
Ontario is the second largest province in Canada. It has forests covering about 65 percent of its land, and water covering another 20 percent. Ontario’s weather changes with the seasons, so plan accordingly if you plan to spend time there.
Overview of Ontario Climate
Ontario’s year-round climate is termed “continental,” which means that the winter weather is cold and snowy and the summer weather is hot and humid. Spring and autumn are milder versions of summer and winter. The Great Lakes control some of the weather patterns, preventing drastic temperature changes and causing more precipitation near the water.
Springtime in Ontario
Springtime in Ontario can be cool and rainy. In early spring, daily highs tend to be in the lower 50s. But by the end of spring, temperatures might climb close to 70, or even higher. Rainfall during March typically approaches three inches, but in April and May the rainfall tends to dwindle.
Ontario Summers
Although Ontario weather tends to be somewhat unpredictable, it’s best to plan on hot and humid weather during the summer months. Ontario locations away from the Great Lakes tend to be hotter than the areas bordering the water. Heat waves are not out of the question either. As summer advances, it’s typical for the weather to become even more hot and humid.
Typical Ontario Autumns
Days get shorter in autumn, which also brings cool and crisp days. The leaves on deciduous trees turn color and eventually fall. Wet weather tends to return as well, and in southern parts of Ontario, rain will fall. In northern Ontario, snow isn’t out of the question, even in October. Meanwhile, November is the wettest month of autumn.
Ontario Winters
Winters can be bitterly cold in Ontario. Those living in this province tend to be hearty enough to withstand the cold and snow, which comes frequently during the winter. In many areas, such as London, Ontario, the temperature rarely rises above freezing during the winter. Temperatures often drop into the subzero digits thanks to the Arctic air currents that blow through the province regularly.
The areas closest to the Great Lakes often get a little reprieve from winter weather due to the heat given off by the water. It’s not unusual for these areas to have milder winters than those experienced in northern Ontario.
A snow belt exists in Ontario, stretching along the southern and southeastern sides of the Great Lakes. Some areas had a record snowfall in December of 2010, receiving more than 40 inches of snow in 48 hours.

Are Working At Heights Certificates Mandatory in Ontario?
Working at Heights Certificates - As of April 1, 2015, the new Working at Heights Training Standard became mandatory for all Ontario construction projects regulated by the Regulations for Construction Projects. The new standard legislates specific requirements for specialized working at heights training, as well as for training providers. The Occupational Health and Safety Awareness and Training Regulation (Ontario Regulation 297/13) under the occupational Heath & Safety Act clearly sets out Working at Heights as a mandatory requirement.
Working at heights certificates is valid for three (3) years from the date of successful completion of an approved program. In order to maintain the validity of training , learners must take a refresher training within three (3) years of the date of successfully completing a CPO approved working at heights program. Furthermore, sub-section 26.2 (1) of O. Reg. 213/91 (Construction Projects) states that employers will continue to have a duty to ensure that their workers who may use a fall protection system are trained properly through oral and written instructions provided by a competent person.
Please note that the Occupational Health and Safety Act defines a workplace as any land, premises, location or thing at, upon, in, or near which a worker works. Therefore, the Occupational Health and Safety Act considers a construction site as the workplace for construction workers. Hence, employers should follow the construction regulations falling under the Act. Further, the regulations clearly state that working at heights is a mandatory requirement in Ontario.
Our CPO Approved Training provides workers and supervisors with the necessary knowledge required to safely work at heights and prevent fall related accidents. Participants will be instructed on how to correctly select, inspect, maintain and use a wide variety of fall protection components and systems. Safe-Tech programs meet or exceed all relevant CSA Standards , applicable Federal/Provincial regulations and Ministry of Labour Guidelines.

Employers need to develop safety procedures for each task that requires a worker to work at a height greater than three metres. These procedures should take into account what is needed to protect the worker from a fall. Workers need to know these procedures and review them before starting the tasks. Workers on construction projects who use fall protection devices must take a working at heights training. The training must be:
- Approved by the Ministry of Labour’s Chief Prevention Officer
- Delivered by a training provider who has been approved by the Chief Prevention Officer
- Taken before a worker can use fall protection
Under 213/91: Construction Projects , you need to take this training if you work on a construction project and are required to use any of the following methods of fall protection:
- Travel restraint system
- Fall restricting system
- Fall arrest system
- Safety belt
This training requirement is in addition to the equipment-specific training required by section 26.2 of 213/91 . Workers do not have to complete approved working at heights training if their workplaces are not covered by 213/91 .
How Long Is Working At Heights Certificate Valid For in Ontario?
Working at heights certificates are valid for 3 years after the successful completion of an approved program. After 3 years, workers need to successfully complete a refresher program to keep their training valid for another 3 years. To be eligible for a refresher training, workers must have previously successfully completed both modules of an approved working at heights training program. You can check eligibility status using our eligibility checker tool. A training provider who has been approved by the Chief Prevention Officer can deliver a refresher traininig training. Employers must keep records of both working at heights training and fall protection training. As an employer, you must make a training record available to a Ministry of Labour inspector on request.
For working at heights training, you may keep either:
- A copy of the worker’s proof of completion certificate
- A record that includes the: worker’s name, approved training provider’s name, name of the approved training, date on which the training was successfully completed
What Height Is Considered Working At Heights and Require Fall Protection?
Employers need to develop safety procedures for each task that requires a worker to work at a height greater than three metres. These procedures should take into account what is needed to protect the worker from a fall. Workers need to know these procedures and review them before starting the task. Ontario’s health and safety associations have training and other resources available to help you decrease hazards related to working from heights.
Work at height means work in any place where, if precautions were not taken, a person could fall a distance liable to cause personal injury. You are working at height if you:
- Work above ground/floor level
- Could fall from an edge, through an opening or fragile surface or
- Could fall from ground level into an opening in a floor or a hole in the ground
- Work at height does not include a slip or a trip on the level, as a fall from height has to involve a fall from one level to a lower level, nor does it include
- Walking up and down a permanent staircase in a building
Proof of Training Completion
There are 3 ways employers can check that a worker’s training is valid.
- the Chief Prevention Officer
- a training provider who has been approved by the Chief Prevention Officer
- Access a worker’s training information, with the worker’s consent, by creating a free and secure account through SkillsPass™ .
- With the worker’s consent, contact the Ministry of Labour to confirm that the worker’s training is valid.
Workers can also get a digital copy of their training records online by setting up a free and secure account through SkillsPass ™. You will need your:
- address provided when you registered for training
- year of birth
- email address and phone number (mobile, if possible)
To Replace a Lost or Damaged Record
If your training record was lost or damaged, you can either:
- get your digital record online from SkillsPass™ – it can be shared and printed
- contact your training provider to obtain a copy of your training records or proof of successful completion certificate

Employers must ensure that certain workers complete the courses that have been approved by the Chief Prevention Officer ( CPO ) and delivered by an approved training provider such as Safety First Training before they can work at heights.
The training requirement is for workers on construction projects who use any of the following methods of fall protection: travel restraint systems, fall restricting systems, fall arrest systems, safety nets and work belts or safety belts.
This training requirement is in the Occupational Health and Safety Awareness and Training Regulation , and is in addition to training requirements under the Construction Regulation.
Working at heights can be dangerous and poses a significant risk to workers’ safety. That’s why the Ontario Ministry of Labour requires workers who work at heights to receive Working at Heights Training.
The Working at Heights Training program is designed to educate workers on the hazards associated with working at heights and provide them with the skills and knowledge they need to work safely in elevated environments. The training covers topics such as:
- Proper use of fall protection systems: Workers are taught how to correctly use equipment such as safety harnesses, lifelines, and anchorage points to protect themselves from falls.
- Risk assessment: Workers learn how to identify and assess hazards associated with working at heights, such as uneven surfaces, slippery conditions, and unprotected edges.
- Safety procedures: Workers are trained on safe work practices, such as maintaining three points of contact, properly securing tools and equipment, and following established safety protocols.
- Emergency procedures: Workers are taught how to respond in the event of an emergency, such as a fall or other accident.

Training Overview
Worksite Safety has been approved by the Ontario Ministry of Labour, Immigration, Training and Skills Development’s Chief Prevention Officer as meeting the working at heights training program and provider standards.
This Working at Heights course offers practical knowledge required for safely working at heights. Students will participate in hands-on equipment and setup exercises, and address safe practices and procedures as specified in Regulations by the Occupational Health and Safety Act of Ontario.
Booking Process:

This introductory course on its own may not meet training requirements for working at heights in all jurisdictions. It should be supplemented by further instruction and hands-on training that is specific to the jurisdiction, job, work site and equipment.
Working at heights is a common activity, but it can pose serious hazards. Failing to manage risks associated with working at heights can result in severe injuries or fatalities. A proactive and preventive approach will help protect workers. Whether working on ladders, scaffolds, or lifts, working safely is critical. Learn to assess and control hazards related to working at heights and implement preventative measures including fall prevention and fall protection techniques.
This course does not cover falls from the same level. Please refer to our Preventing Falls from Slips and Trips course .

Working At Heights Training & Certification Course Outline
Our Working At Heights program and certification provide workers with the knowledge required for the safe use and operation of equipment for working at heights. Students will learn to recognize fall hazards and apply the proper safety measures.
The key objective of the course is to teach operators how to increase the efficient use of elevating work platforms and reduce their risk of injury and damage to equipment, products, and buildings.
This training includes both a theory and practical component. The theory component covers the following:

Working At Heights (WAH) Training Program Course Details

CPO Approved
F.A.S.T. Rescue is an approved training provider for the Ontario Working At Heights program. Our Working from Heights Training Program meets the latest Ontario training requirements.

Certificate Issued
Students who successfully complete this 8-hour training course will receive a certificate from the Ontario Ministry of Labour, Immigration, Training and Skills Development as confirmation of their education and this certificate will be valid for 3 years.

Materials Provided
All course materials will be provided. Harnesses will be provided for use during training.

Full Course: 8 hours & Refresher: 4 hours

Full Course: Written and practical exam, Refresher: Practical exam, All exams have a pass mark of at least 75%

Cancellations
Public training sessions: Cancellations with more than 2 days notice will be subject to a cancellation fee of $25. There will be no refunds for cancellations within 2 days. Private training sessions: Cancellations with more than 7 days notice will not be subject to a cancellation fee. Overview of the Working At Heights Training in Toronto, Ontario
For any job requiring workers to work over 10 feet, employers are required to have safety protocols in place and provide Working At Heights training to their workers. Furthermore, workers who use fall protection equipment on construction sites are required to complete a Working At Heights training program.
The program must be:
- Approved by the Ministry of Labour, Immigration, Training and Skills Development Chief Prevention Officer
- Delivered by a training provider who has been approved by the Chief Prevention Officer
- Taken before a worker can use fall protection
Training requirements for working at heights are set out in O. Reg. 297/13: Occupational Health and Safety Awareness Training .
Is Working At Heights Training Mandatory in Ontario, Canada?
All Ontario construction projects covered by the Regulations for Construction Projects must now comply with the new Working at Heights Training Standard as of 01/April/2015. The new standard establishes detailed specifications for both training providers and specialist working at heights training. Working at Heights training is explicitly defined as a necessity under the OSH Awareness and Training Regulation (Ontario Regulation 297/13) under the OSH Act.
After successfully completing an approved Working At Heights training program, the student receives a certificate from SkillsPass which is valid for three (3) years. Every three (3) years after this, the student must complete a Working At Heights Refresher training to maintain their Working At Heights certification.
Who Needs Working At Heights Training in Ontario?
Any employee who is at risk of a fall of three metres or more must undergo Working at Heights training, which is mandated by the Ministry. This training applies to individuals working in many sectors, including factories, construction, HVAC, roofing, or window cleaning.
You must complete this course in accordance with O. Reg. 213/91: Construction Projects if you are working on a construction project site and are required to utilize any of the following fall protection systems:
- Travel restraint systems
- Fall restricting systems
- Fall arrest systems
- Safety nets
- Safety belts

In addition to the equipment-specific training mandated by section 26.2 of O. Reg. 213/91 , this training requirement exists.
If an employee’s location of employment is not covered by O. Reg. 213/91, they are not required to complete approved working at heights training. There is a limited exemption for workers who are directly employed by an automobile manufacturer or assembler.
How long is the Working At Heights Training Program valid for in Ontario?
After successfully completing an approved program, working at heights training is valid for three years. Workers must successfully complete a refresher working at heights training course after three years in order to maintain their certification for an additional three years.
Workers must have previously successfully finished both modules of an approved working at heights training program in order to be qualified for refresher training.
Refresher training can be given by a trainer who has the Chief Prevention Officer’s approval.
Both fall protection training and working at heights training must be documented by employers. If an MLITSD inspector wants to see a training record, you as an employer must provide it.
Proof of Training Completion
If a worker’s training has been completed in Ontario, there are three options for employers to verify its validity.
1. Accept a proof of completion record that was issued by either:
- The Chief Prevention Officer
- A training provider who has been approved by the Chief Prevention Officer
2. Access a worker’s training information, with the worker’s consent, by creating a free and secure account through SkillsPass™.
3. With the worker’s consent, contact the Ministry of Labour, Immigration, Training and Skills Development to confirm that the worker’s training is valid.

Workers can also get a digital copy of their training records online by setting up a free and secure account through SkillsPass™. You will need your:
- Address provided when you registered for training
- Year of birth
- Email address and phone number (mobile, if possible)
To Replace a Lost or Damaged Record
If your training record for Ontario working at heights training was lost or damaged, you can either:
- Get your digital record online from SkillsPass™ – it can be shared and printed
- Contact your training provider to obtain a copy of your training records or proof of successful completion.

Complete the eLearning at your own pace first then attend a class with one of our experts to complete your course. You can attend the traditional classroom training in one of our regional training facilities or our instructors can train on-site at your organization. Blended learning is ideal for independent learners, those with many years of experience working at heights, or those who are used to taking eLearning courses.

Working at Heights Training Program – Traditional Classroom
This full day program includes the basic information about how to work at heights safely, as well as practical application of skills. When you are done you will know the hazards and how to protect yourself. The practical session, delivered by our experts, ensures you know how to use, inspect, don and doff your equipment. This delivery option is ideal for those learners who are new to working at heights and would benefit from interactive discussion and active application of the learning. Our leading experts facilitate the day. You can attend the traditional classroom training in one of our regional training facilities or our instructors can train on-site at your organization.

Working at Heights Refresher Training – Traditional Classroom
Course Cost: $90/per person
Working at Heights Training Program – “Own the Program”
PSHSA provides you with a ready-made program, which you submit under your own brand using your own trainers. As of April 1, 2015 you are required to have training through a Ministry of Labour, Immigration, Training and Skills Development approved training provider if you work on a construction project and use any of the following methods of fall protection:

Proof of Vaccination at Select Training Locations
Starting Sept 22, 2021, the Government of Ontario will require all participants who attend IHSA training courses in selected locations to be fully vaccinated. Participants attending events at these locations must provide proof of vaccination upon arrival. Unvaccinated participants who have a medical exemption must provide proof of exemption. Unvaccinated participants who do not meet the medical exemption requirements will not be permitted to participate in events at these locations and will have to be rescheduled for another date.
Exceptions to these requirements are in place for those who attend events at the facilities listed in this document .
Mandatory Use of Masks at IHSA Facilities and IHSA Hosted Events
Please note that the use of face masks or face coverings will still be required from all attendees at all IHSA facilities, or at IHSA-hosted events, regardless of vaccination status.
Persons who meet the exemption requirements outlined in their local municipal by-laws (i.e., those who have underlying medical conditions) must notify IHSA at least 10 business days prior to the start date of their event to allow for reasonable accommodation to be made that will ensure the safety of other participants and IHSA staff. Those who fail to provide IHSA with 10 business days’ notice may be required to reschedule their event.

Program Description
This course provides workers with the basic fall prevention information they require to work safely in areas where they may be exposed to fall hazards. Participants receive the most up-to-date information with hands-on instruction from industry experts and trained adult educators who are experienced in working at heights.
This is required training for workers on construction projects who may use a method of fall protection (O. Reg. 297/13, s. 7). While a classroom-based Working at Heights course is a great starting point, site-specific training is also required. After the in-class session, the employer must train workers on the specific hazards faced and types of equipment used on the job.
IHSA will issue a temporary certificate of completion to successful participants. A permanent certificate of completion will be issued by the MLTSD. A Working at Heights - Refresher course must be taken every three years to maintain certification.
Program Content
This course consists of a combination of classroom and hands-on learning activities. Topics include:
- Common fall hazards
- Fall protection and types of equipment
- Working with ladders, scaffolds, elevating work platforms, and suspended access equipment
- Related laws and regulations
Personal Protective Equipment
Participants must wear appropriate clothing, as well as CSA-certified head, foot, and eye protection. We ask that you bring your own personal protective equipment (PPE) and that it is maintained and in good working order as per the manufacturer’s specifications and regulatory requirements. If you do not have the necessary PPE, you will not be able to complete the program and will be asked to reschedule when you have the proper clothing and equipment.
Learning Evaluation
To obtain a certificate of completion for this program, participants must be present for the full program and meet both of the following requirements:
1. Complete the written multiple-choice test and achieve a grade of 75% 2. Complete a hands-on demonstration of seven specific critical tasks and achieve a score of 100%.
IHSA will issue a certificate of completion only to those who successfully meet the above evaluation requirements. For participants with language, literacy, or accommodation needs, alternative evaluation methods to the written test may be used to verify that key concepts have been understood. Please discuss your needs with an IHSA customer service representative when registering and confirm your arrangements with the instructor at the beginning of class.
In addition to successful completion of this training, employers must ensure that workers are adequately trained on the use of the specific equipment used at a specific workplace, including adequate oral and written instructions by a competent person.
Participant Course Evaluation
At the end of the training, participants will have the opportunity to evaluate and provide comments about the training they received.
Participants must bring a valid piece of photo ID to the training program to confirm their registration (e.g., Driver’s License, Permanent Resident Card, Passport, Student Card).

If you prefer to teach IHSA's Working at Heights course to workers in your company, you can apply to become an IHSA-registered instructor and your company can become an IHSA-registered training partner.
IHSA-registered instructors must meet certain requirements, such as proven experience related to working at heights. Instructors must also successfully complete IHSA's Working at Heights program, Working at Heights Instructor Workshop, and Foundations of Facilitating, Training, and Learning.
