You are considered to be "working at height" if you are working in any place above another level where a person could fall causing injury. This includes working on a ladder, scaffolding, flat or sloped roofs, near an edge or an opening in a floor or wall and many, many more.

How long is a Working at Heights certificate valid for?
Working at heights training is valid for 3 years from the date of successful completion of a Ministry of Labour- approved program.
In order to keep your Working at Heights training certification valid, you need to take a refresher training within 3 years of the date of successfully completing a CPO -approved working at heights program.
Is working at heights training mandatory in Ontario?
Working At Heights is a mandatory requirement as per the Ministry of Labour in Ontario if you or your workers are working at heights of 3 meters or more. Working At Heights training should only be taken through a Ministry of Labour-approved training provider. The Ministry of Labour provides a complete list of approved training providers here .
What is considered working at heights?
Working at heights means to work in a place where a person could fall some distance which would be likely to cause personal injury. You are working at height if you work above ground/floor level, could fall from an edge, or could fall through an opening.

What are the Ministry of Labour’s requirements for working at heights training?
The Occupational Health and Safety Awareness and Training Regulation O Reg. 297/13 requires employers to ensure that workers on construction projects successfully complete a working at heights training program if they may use specified methods of fall protection.
The working at heights program must be approved by the Chief Prevention Officer ( CPO ) and must be delivered by a training provider approved by the CPO .
Who is Working at Heights for?
The Working at Heights and Refresher Training is designed to:
- Educate workers on the dangers of working at heights and how to avoid hazards and prevent accidents.
- Promote a safe workplace by identifying the importance of safe working at heights.
- Teach all workers the proper theory and practical working at heights training.
- Demonstrate fall protection equipment available.
The training requirement is for workers who use any of the following methods of fall protection:

This training requirement is in the Occupational Health and Safety Awareness and Training Regulation, and is in addition to training requirements under the Construction Regulation.

Our fall protection training program will provide participants with an understanding of their responsibilities when working in areas where fall hazards exist. The course covers controls necessary to reduce the risk of a fall, and instruction regarding the use and inspection, and donning and doffing, or harnesses.
Upon successful completion, a 3 Year Fall Protection Certificate will be issued.
Important Note – Workers who are in the construction industry or are regulated by section 26.2 of the Construction Regulation (213/91) must take the in-person Working at Heights Construction Training in order to comply with Ontario’s safety regulations.

Practical Evaluation
Upon completion of the theory portion of the program, a hands-on practical evaluation is required to complete the certification. A $50/person charge applies for each evaluation. Practical evaluations should be completed 90 days after the course has been passed.
In order for OSG to complete the practical equipment evaluation, the participant must ensure that:
- They have had the minimum recommended experience on each piece of equipment they will be operating
- Annual certification and inspection has been completed on the equipment that will be used for the evaluation
- Equipment is in good working order

Working at heights is defined as the performance of work at an elevated height of two meters or higher where workers are exposed to the injury of falling. This type of work is common in the construction industry. Working at heights is one of the biggest causes of preventable work injuries and fatalities around the world.

A working at height risk assessment evaluates hazards and risks associated with working above ground/floor level. It is both a moral and legal obligation of employers to have a risk assessment done prior to working at heights in order to formulate and implement preventive measures against potential injuries and fatalities associated with working at heights.
Same as a regular risk assessment , a risk assessing while working at height involves the following steps:
- Identify hazards
- Evaluate the risks and determine who may be harmed
- Decide on protective, precautions, and control measures
- Document findings and implement them
- Review and update if necessary
Working at heights is dangerous in more ways than one. Several situations, elements, and factors contribute not only to the overall risk level, but also to the nature of the hazards safety officers and construction workers may face on any given day. Below are the top hazards encountered when working at heights:
1. Slips, Trips, and Falls
The lack of process implementation for idle tools and equipment can cause platforms to be littered; increasing the risk of accidental slips and trips which could lead to falls. Improper footwear can also cause slips and falls. Finally, workers who report for duty while under the influence of drugs or alcohol, or when ill or injured, are at a higher risk due to poor motor function. Safety officers must ensure that control measures are in place in order to prevent such situations where the risk of slips, trips, and falls are increased.
2. Falling Objects
Another risk associated with the lack of a proper clean-up process are falling objects or objects that dropped from heights. This can cause personal injury to workers as well as damages to tools or equipment at the worksite. While workers may have tools, equipment, and materials on an elevated platform for easy access, designating areas in which necessary items should be placed can drastically reduce the chances of objects from being knocked out of the platform and potentially injuring workers below.
Safety officers must ensure that all workers, especially the ones working below elevated work areas wear hard hats at all times.
3. Faulty Work Platforms and Scaffolds
Elevated working platforms such as scaffolds and towers are essential for working at heights. It can also be extremely dangerous for workers if they happen to malfunction due to poor design and execution. Safety officers and scaffold competent personnel must ensure that elevated work platforms follow OSHA standards and are regularly inspected so structural issues are quickly identified and resolved.
4. Fragile Roofing
Roofs are not designed to handle the weight of workers. If they need to be used as working platforms, a proper assessment must be done in order to determine the control measures needed to ensure safety. Construction personnel can use roof ladders or crawling boards designed to distribute a worker’s weight evenly on a wider area; allowing the roof to safely sustain the added weight.
5. Inclement Weather
Strong winds can damage structures and elevated work platforms. Rain and snow can make surface areas slippery, and fog can reduce overall visibility. During inclement weather, the safest action to take is to halt construction work. If it is absolutely necessary, safety officers must ensure that all workers have the proper training, and are fitted with the appropriate PPEs to reduce the risk of incidents, injuries, and fatalities on the job.
At the start of the job it is best practice to determine whether a task requires working at heights. Unless necessary, It is advisable to avoid working at heights and instead encourage workers to use extended or long handled tools for hard to reach locations.
In the event that the work requires working at heights, determine if falls and accidents are preventable. If so, proper equipment (i.e. Mobile Elevated Work Platforms, scaffolds, ladders, PPE) should be used and inspected at all times to ensure that they are in good working condition. If falls and accidents are at risk of occurring or not preventable then safety harnesses and fall protection landing gear should be installed.
Below is a flow-chart that summarizes the decision making process when planning on working at heights:

- Avoid working at heights when possible
- Use an existing safe place of work
- Minimize fall distance and consequences by using the right type of equipment
- Select quality PPE which is regularly inspected
- Always use the rails and fall protection barriers
- Be mindful of the fall distance. Never overload and overreach
- Determine the best anchor point to support you
- Select the correct gear when working at heights (scaffold, lift, ladder)
- Consider emergency and rescue procedures
- Train your team to be safety conscious
Construction workers should only work at heights when it is absolutely unavoidable. Fall Prevention and Working at Heights

Falls are a major cause of injury and death in Ontario workplaces. The vast majority of these incidents are falls from heights—even though the height may be no more than two or three metres.

Mandatory Training Requirements
Working at heights (WAH) training is mandatory for workers who may use a method of fall protection to protect themselves from a fall hazard. Employers must ensure that their workers are provided with working at heights training that has been approved by the Prevention Office of the Ministry of Labour, Training, and Skills Development (MLTSD). A WAH refresher course must be taken every three years to maintain this training.

To meet this requirement, employers should ensure that the site supervisor conducts a hazard assessment or job safety analysis (JSA) of the jobsite and develops a fall protection work plan. The supervisor should review the results of the assessment and the requirements of the fall protection work plan with workers on the site.
If workers use a fall arrest system, employers must develop procedures for rescuing a suspended worker. They can also put up posters and warning signs around the worksite and distribute stickers to workers to remind them about fall hazards on site.

This will show supervisors where the hazards are and where fall protection is required. Once the hazards have been identified, the supervisor must find the most appropriate solutions to eliminate or control the hazards. These solutions should be included in the fall protection work plan.
Fall Protection Work Plan Template (BR005)
This is a step-by-step guide for controlling fall hazards on your jobsite. It is intended to offer guidance and instruction for workers using fall protection. It’s easy to follow and will help supervisors choose the best method of fall protection that is available to them under the circumstances.
Sample Fall Rescue Procedures
Before any worker uses a fall arrest system on a project, the employer is legally required to develop written procedures for rescuing someone whose fall has been arrested. These rescue procedures should also be reviewed with the workers and must be posted in a conspicuous place at the project. We have provided some sample fall rescue procedures that employers can customize to meet their needs.

Why is fall protection important?
Falls are among the most common causes of serious work related injuries and deaths. Employers must set up the work place to prevent employees from falling off of overhead platforms, elevated work stations or into holes in the floor and walls.
What can be done to reduce falls?
Employers must set up the work place to prevent employees from falling off of overhead platforms, elevated work stations or into holes in the floor and walls. OSHA requires that fall protection be provided at elevations of four feet in general industry workplaces, five feet in shipyards, six feet in the construction industry and eight feet in longshoring operations. In addition, OSHA requires that fall protection be provided when working over dangerous equipment and machinery, regardless of the fall distance.
To prevent employees from being injured from falls, employers must:
- Guard every floor hole into which a worker can accidentally walk (using a railing and toe-board or a floor hole cover).
- Provide a guard rail and toe-board around every elevated open sided platform, floor or runway.
- Regardless of height, if a worker can fall into or onto dangerous machines or equipment (such as a vat of acid or a conveyor belt) employers must provide guardrails and toe-boards to prevent workers from falling and getting injured.
- Other means of fall protection that may be required on certain jobs include safety harness and line, safety nets, stair railings and hand rails.
OSHA requires employers to:
- Provide working conditions that are free of known dangers.
- Keep floors in work areas in a clean and, so far as possible, a dry condition.
- Select and provide required personal protective equipment at no cost to workers.
- Train workers about job hazards in a language that they can understand.

Falls from height are one of the biggest causes of workplace fatalities and major injuries, often from ladders and through fragile roofs . The Working at Height Regulations 2005 is there to try and prevent death and injury from a fall from height.
Working at height means working in any place where, if there were no precautions in places such as railings or fall protection, a person could fall a distance liable to cause injury . There is no minimum height restriction to classify work as being ‘at height’ and people who do so must have the necessary skills, knowledge and experience.
This is a general awareness course for employees and employers covering all aspects of ladder safety . The course is designed to satisfy the training and awareness requirements of relevant legislation and regulations including the Working at Height Regulations 2005 and the Health and Safety at Work Act 1974 . Working At Height Safety Training - Course Structure
The course comprises 4 interactive modules and a final assessment. Links to recommended reading and additional resources may be provided within the training modules. These links are not mandatory and will not be tested for in the final assessment.
Working At Height Course - Duration
It takes approximately 75 minutes to complete the course in full. This can be spread out over multiple sessions or completed in a single session. There is no time limit for completion.
All candidates must complete a multiple choice assessment after working through the training material. The candidate will be asked 12 multiple choice questions, randomly chosen from a larger question pool, and need to answer a minimum of 9 correctly to pass. Candidates will be given instant feedback after completing the assessment stating whether they have passed or failed. The assessment can be re-taken as many times as is required to pass at no additional cost.

Successful candidates will receive a RoSPA Assured/CPD Certificate and 1 CPD Credit.
The Working at Height safety awareness certificate has no expiry date because there is no formally recognised period of validity for any health and safety training. The HSE recommends refresher training is carried out whenever it is felt necessary. Safety registration bodies such as CHAS, SafeContractor, ConstructionLine & SMAS and other members of the SSiP scheme recommend most re-training is done every 3 years.

Working at Height is not JUST limited to being somewhere high above ground level. The HSE defines working at height as being anywhere which “if there were no precautions in place, a person could fall a distance liable to cause personal injury”. In this section, we’ll look at what legal responsibilities you and your employer have with regards to safety when working at height.
Whether you're working up a skyscraper or you're on the back of a lorry unloading a delivery, working at height always comes with risks. When most people think of working at height, they tend to imagine being really high up - on the roof of a building, for example - but actually, most accidents from height occur no more than two metres from the ground. In this section we’ll look at ways of reducing the risks of working at any height, what safety precautions should be taken, and why risk assessments are so important.
When it comes to choosing the right equipment for working at height, there are many things you need to consider. You need to think about the equipment’s suitability for the job and the stability of the surrounding area; you need to think about the length of time you’ll be using the equipment and lots more. This final section of the course will cover everything you need to think about before choosing equipment to use for work at height, you’ll also see some useful tips on how to stay safe when using it.
About this course
In the UK, falls from height account for over a quarter of all workplace fatalities, making it the leading cause of death at work . Add to this 43,000 non-fatal accidental injuries and you begin to get an idea of just how dangerous working at height can be.
However, despite being both common and dangerous, falls from height are also completely avoidable. All it takes is a little extra care, planning, and attention to detail and falls from height can be almost entirely prevented; whilst the effects of those that do still occur can be dramatically reduced.
At its core, this Working at Height Training programme takes the requirements of the Working at Height Regulations 2005 and the best-practice suggestions of the accompanying HSE guidance document and creates a course which is simple and concise yet comprehensive, ensuring that everyone understands their responsibilities and how to stay safe.
The course breaks the topic of working at height down into three easy-to-follow sections; the legal responsibilities of both employers and employees; the dangers associated with work at height and how to stay safe; and an in-depth look at the kinds of equipment which might be used, their benefits, and the risks they pose.

The Work at Height Regulations 2005
For both employees and those that are self-employed, The Work at Height Regulations 2005 require that:
- All work at height is properly planned and organised.
- All work at height takes account of weather conditions that could endanger health and safety.
- Those involved in work at height are trained and competent
- The place where work at height is done is safe
- Equipment used when working at height is appropriately inspected
- The risks from fragile surfaces are properly controlled
- The risks from falling objects are properly controlled
Where work is carried out at height, every employer shall take suitable and sufficient measures to prevent, so far as is reasonably practicable, any person falling a distance liable to cause personal injury The Work at Height Regulations 2005, Section 6 (3)
When work is to be done at height risks must be assessed. There are duties placed on employers, the self-employed and on any person who controls the work of others; and there are also duties placed on employees and on people working under someone else's control.

Are Working At Heights Certificates Mandatory in Ontario?
Working at Heights Certificates - As of April 1, 2015, the new Working at Heights Training Standard became mandatory for all Ontario construction projects regulated by the Regulations for Construction Projects. The new standard legislates specific requirements for specialized working at heights training, as well as for training providers. The Occupational Health and Safety Awareness and Training Regulation (Ontario Regulation 297/13) under the occupational Heath & Safety Act clearly sets out Working at Heights as a mandatory requirement.
Working at heights certificates is valid for three (3) years from the date of successful completion of an approved program. In order to maintain the validity of training , learners must take a refresher training within three (3) years of the date of successfully completing a CPO approved working at heights program. Furthermore, sub-section 26.2 (1) of O. Reg. 213/91 (Construction Projects) states that employers will continue to have a duty to ensure that their workers who may use a fall protection system are trained properly through oral and written instructions provided by a competent person.
Please note that the Occupational Health and Safety Act defines a workplace as any land, premises, location or thing at, upon, in, or near which a worker works. Therefore, the Occupational Health and Safety Act considers a construction site as the workplace for construction workers. Hence, employers should follow the construction regulations falling under the Act. Further, the regulations clearly state that working at heights is a mandatory requirement in Ontario.

Participants will be instructed on how to correctly select, inspect, maintain and use a wide variety of fall protection components and systems. Safe-Tech programs meet or exceed all relevant CSA Standards , applicable Federal/Provincial regulations and Ministry of Labour Guidelines.

Employers need to develop safety procedures for each task that requires a worker to work at a height greater than three metres. These procedures should take into account what is needed to protect the worker from a fall. Workers need to know these procedures and review them before starting the tasks. Workers on construction projects who use fall protection devices must take a working at heights training. The training must be:
- Approved by the Ministry of Labour’s Chief Prevention Officer
- Delivered by a training provider who has been approved by the Chief Prevention Officer
- Taken before a worker can use fall protection
Under 213/91: Construction Projects , you need to take this training if you work on a construction project and are required to use any of the following methods of fall protection:
- Travel restraint system
- Fall restricting system
- Fall arrest system
- Safety belt
This training requirement is in addition to the equipment-specific training required by section 26.2 of 213/91 . Workers do not have to complete approved working at heights training if their workplaces are not covered by 213/91 .
How Long Is Working At Heights Certificate Valid For in Ontario?
Working at heights certificates are valid for 3 years after the successful completion of an approved program. After 3 years, workers need to successfully complete a refresher program to keep their training valid for another 3 years. To be eligible for a refresher training, workers must have previously successfully completed both modules of an approved working at heights training program. You can check eligibility status using our eligibility checker tool. A training provider who has been approved by the Chief Prevention Officer can deliver a refresher traininig training. Employers must keep records of both working at heights training and fall protection training. As an employer, you must make a training record available to a Ministry of Labour inspector on request.
For working at heights training, you may keep either:
- A copy of the worker’s proof of completion certificate
- A record that includes the: worker’s name, approved training provider’s name, name of the approved training, date on which the training was successfully completed
What Height Is Considered Working At Heights and Require Fall Protection?
Employers need to develop safety procedures for each task that requires a worker to work at a height greater than three metres. These procedures should take into account what is needed to protect the worker from a fall. Workers need to know these procedures and review them before starting the task. Ontario’s health and safety associations have training and other resources available to help you decrease hazards related to working from heights.
Work at height means work in any place where, if precautions were not taken, a person could fall a distance liable to cause personal injury. You are working at height if you:
- Work above ground/floor level
- Could fall from an edge, through an opening or fragile surface or
- Could fall from ground level into an opening in a floor or a hole in the ground
- Work at height does not include a slip or a trip on the level, as a fall from height has to involve a fall from one level to a lower level, nor does it include
- Walking up and down a permanent staircase in a building

There are 3 ways employers can check that a worker’s training is valid.

- a training provider who has been approved by the Chief Prevention Officer
- Access a worker’s training information, with the worker’s consent, by creating a free and secure account through SkillsPass™ .
- With the worker’s consent, contact the Ministry of Labour to confirm that the worker’s training is valid.
Workers can also get a digital copy of their training records online by setting up a free and secure account through SkillsPass ™. You will need your:
- address provided when you registered for training
- year of birth
- email address and phone number (mobile, if possible)
To Replace a Lost or Damaged Record
If your training record was lost or damaged, you can either:
- get your digital record online from SkillsPass™ – it can be shared and printed
